Delaware follows the Delaware MUTCD, Part 6, Temporary Traffic Control. On state roads, flaggers must hold a DelDOT-recognized certification, such as ATSSA, and carry the card. DelDOT's Planned Lane Restriction and Road Closure Policy sets weekday hours when closures are restricted on busier roads, and closures are not allowed on listed holidays.

Local rules to plan around

  • The Wilmington street closing permit needs both Police and Public Works approval, and the applicant pays for any police the Chief requires.
  • The applicant installs and maintains the traffic control. The City does not supply barricades.
  • Temporary No Parking signs go up 24 hours before the closure.

Office names, forms and lead times change. Confirm the current rules with the agency before you apply.
