Traffic control and pedestrian plans for work on Raleigh streets and NCDOT roads in Wake County.
Plans for work in Raleigh
LADMA Traffic Control draws traffic control plans for contractors, utilities and property owners working in Raleigh. We cover lane and shoulder closures, sidewalk closures with pedestrian detours, full road closures with detours, and utility and fiber work.
You send the location and the scope. We draw the plan to the standards the reviewing agency uses and deliver it as a PDF you can attach to your permit application.
In Raleigh the City reviews work on every street inside its jurisdiction, including NCDOT streets. On state streets you need both the City permit and the NCDOT encroachment.

Who reviews traffic control plans in Raleigh
| Road or topic | Who reviews | What to know |
|---|---|---|
| City streets | Raleigh Transportation, Right of Way Services | Right of Way Occupancy Permit, filed in the Permit and Development Portal |
| State-maintained roads | NCDOT Division 5 (Durham, Franklin, Granville, Person, Vance, Wake, Warren) | Encroachment Agreement, plus the City permit with a copy of the NCDOT encroachment |
| Permit types | Right of Way Services | Sidewalk occupancy with pedestrian detour, occupying a lane, and temporary full street closure |
Plans follow the NCDOT Roadway Standard Drawings, Division 11, Work Zone Traffic Control, and the North Carolina Supplement to the MUTCD. Work in NCDOT right of way needs an Encroachment Agreement, filed online, with the local district office doing the first review.

- Full street closures are submitted at least two weeks ahead. Night work is permitted five business days ahead.
- A notice letter or door hanger must reach affected neighbors at least 5 days before work.
- No work during the City holiday schedule or near a scheduled event.
